Dr. Marceline Catlett, Superintendent of Schools
Dr. Marceline Catlett, the 25th Superintendent of Fredericksburg City Public Schools, is a veteran educator with more than 40 years of experience at FCPS.
Dr. Catlett’s passion for children and education began at an early age. As a student of the James Monroe High School Class of 1977, she held leadership roles in Student Council and other clubs. Her academic journey continued at Virginia State University, where she graduated Magna Cum Laude with a Bachelor of Science in Elementary Education. She went on to earn a Master of Education degree in Curriculum and Instruction from the University of Virginia. Dr. Catlett holds a Doctorate in Educational Leadership and Policy Studies from Virginia Polytechnic Institute and State University and has also received certificates from Oxford University, Harvard University, and Howard University.
Dr. Catlett’s career with Fredericksburg City Public Schools began in 1981 at Walker-Grant Middle School, where she worked as a sixth grade teacher. She moved into school administration in 1990. Dr. Catlett has built a legacy at FCPS, having held various leadership positions over the years, from Director of Curriculum to Assistant Superintendent for Instruction and Personnel to Deputy Superintendent in 2012. She brings high personal integrity, motivation, and creativity to the division. Her motto is Moving Forward and Upward, Leading at the Speed of Change.

Dr. Catlett serves on a number of boards and committees in the Fredericksburg area, including Ready Region North Central, Delta Sigma Sorority’s Fredericksburg Area Alumni Chapter, NAACP Fredericksburg, Fredericksburg Area Youth Development Foundation (Sunshine Ballpark), Fredericksburg Host Lions Club, Fredericksburg Symphony Orchestra Board, and Central Rappahannock Heritage Center Board.
