Fredericksburg, VA — The Fredericksburg City School Board has approved the appointment of Dr. Brenda J. Russ as the new principal of Hugh Mercer Elementary School, effective April 7, 2025.
Russ is an experienced educator with a deep commitment to academic excellence, student-centeredness, and families. With a career spanning more than a decade in diverse roles—from teacher to division-level administrator—she brings extensive experience in leading change and cultivating high-quality instruction that meets the needs of all learners.
“I am truly excited about the opportunity to lead the Patriots students and staff!” said Russ. “I look forward to partnering with the staff, families, and community at large to create a welcoming environment where everyone can learn, grow, and thrive.”
Most recently, Russ has served as principal of Round Hill Elementary School, in Roanoke City since 2022. Her prior leadership experience includes serving as Director of Organizational Diversity and Equity for Roanoke City Public Schools, assistant principal in Stafford County Public Schools, and as ESOL Coordinator and Secondary EL Supervisor for Chesterfield County Public Schools. She began her career in the classroom in both Chesterfield and Fredericksburg City Public Schools.
Russ holds advanced degrees from Virginia Tech and George Mason University, where she was recognized with the Graduate School of Education Program Award. She has also been honored as Teacher of the Year and Employee of the Month at James Monroe High School.
A proven school turnaround leader and dynamic communicator, Russ is known for building collaborative school cultures with results-oriented practices. Her leadership is characterized by data-driven decision making, student achievement, and a passion for fostering equitable opportunities. She is fluent in both English and Spanish and is widely respected for her ability to engage families, empower teachers, and inspire school communities to pursue excellence.

Interim Principal Courtney Wheeler with continue in her role while the division transfers leadership to Russ.
Russ will begin her tenure at Hugh Mercer Elementary School on July 1, 2025, or earlier.
